A method, not a slogan
Every stage ends with something the next stage can use.
The method begins with the demand and works backward. It does not start with a favorite tool, a dashboard, or a predetermined program. Each stage narrows ambiguity and creates a concrete output.
Stage 01
Assess
Define the demand, map the current state, and find the constraint that matters most.
Output: A defined performance problem
- What must the person or organization be ready to do?
- Where does the current system break under real conditions?
- Which constraint is worth solving first?
Stage 02
Architect
Design the standards, decision rules, workflows, and tools that connect evidence to action.
Output: A buildable operating design
- What decisions must the system support?
- Which standards, workflows, roles, and tools connect those decisions?
- What must remain under qualified human control?
Stage 03
Execute
Put the system into real use with the people, cadence, and operating conditions it must survive.
Output: A system in real use
- Who owns each action and handoff?
- What training, documentation, and cadence make execution repeatable?
- Can the system survive the actual schedule, staffing, and environment?
Stage 04
Measure
Track what changed, review the signal, and refine the system without creating reporting theater.
Output: A measured learning loop
- What signal shows that performance or decision quality changed?
- What should be reviewed, by whom, and how often?
- What gets refined, retired, or scaled next?
